Information Network Security Agency (INSA) is Ethiopia’s national cybersecurity and information security agency, operating under the Office of the Prime Minister with a mission to protect the country’s information infrastructure, defend against cyber threats, and strengthen national digital security. It was legally established by Council of Ministers Regulation No. 130/1999 (later updated under Proclamation No. 808/2013) with the aim of safeguarding Ethiopia’s information systems and network environments from harm. INSA’s responsibilities include monitoring and responding to cyber threats, conducting digital forensics, managing national cybersecurity operations, developing cybersecurity policies and standards, and supporting incident response across government and private sectors. It also operates platforms such as the National Cybersecurity Operations Center to detect and mitigate cyberattacks and works on awareness, training, and cyber risk prevention programs.
